Information about the Scientific-Production Center for Cultivation and Processing of Medicinal Plants

According to the decision of the Cabinet of Ministers under the President of the Republic of Uzbekistan 271-f of December 21, 1991, "Shifobaxsh" was established as a production association for the cultivation, collection and reproduction of medicinal plants within the State Forestry Committee of the Republic of Uzbekistan.

By May 2017, according to the decree of the President of the Republic of Uzbekistan dated May 11, 2017 "On the establishment of the State Forestry Committee of the Republic of Uzbekistan" turned into a processing center.

By 2020, in accordance with the decree of the President of the Republic of Uzbekistan dated November 26, 2020 "On measures to expand the scope of scientific research on the cultivation and processing of medicinal plants, their seed production" "Research and production center for cultivation and processing of medicinal plants" was established and The following tasks are defined. 

 

The main tasks and functions of the Center

formation and implementation of a unified strategy for scientific cultivation and processing of medicinal plants, their rational use;

to study the areas of medicinal plants growing wild in the territory of the republic and to determine their reserves, to preserve the gene pool of existing bioresources, to establish mother plantations;

carrying out scientific and practical research related to cultivation and preparation of seed materials, reproduction, establishment of collective nurseries and processing of their raw materials;

development of specific scientifically-based proposals for establishing the cultural cultivation of medicinal plants, taking into account specific soil-climatic conditions;

development of agro-technological maps of cultivated medicinal plants, taking into account the soil and climate conditions, according to the order of the Ministry of Agriculture and the Committee;

study of the chemical composition of medicinal plants, product standardization and certification in accordance with current legislation;

conducting marketing research on studying the demand of domestic and foreign markets for medicinal plants ;

organization of preparation and training system of programs aimed at improving the qualifications of managers and specialists of farms, organizations and other entities that grow and process medicinal plants.

10. The center performs the following functions in accordance with the main tasks assigned to it:

a) in the field of scientific cultivation and processing of medicinal plants, formation and implementation of a unified strategy for their rational use:

introduction of modern technologies in the field of cultivation, preparation and processing of medicinal plants, development and improvement of efficiency, continuous study of existing problems, submitting proposals to the Cabinet of Ministers regarding their elimination;

Systematic study of growing medicinal plants, increasing the volume of preparation and breeding species based on the needs of the domestic and foreign markets;

formation and systematic updating of the database on scientific research on medicinal plants, new innovative developments carried out by research and higher education institutions;

to analyze the projects related to the field implemented by the scientific research institutions operating in the republic and to give a conclusion based on their results;

b) in the field of research and identification of reserves of medicinal plants growing wild in the territory of the republic, preservation of existing bioresources gene pool, establishment of mother plantations:

in cooperation with the relevant scientific research institutions, to organize research on the study of the areas and reserves of wild medicinal plants and develop developments and proposals based on the results;

to collect varieties of medicinal plants growing wild and to determine the varieties with the most medicinal substances and to create new varieties by selection;

establishment of mother plantations of medicinal plants in specialized forestry based on natural and climatic conditions of the regions and organization of research works;

to carry out scientific and research work on preserving the gene pool of existing bioresources and attract investments from local and foreign investors, grants from international financial institutions;

keeping a strict record of medicinal plants on the lands of the forest fund;

c) in the field of conducting scientific and practical research related to cultivation and preparation of seed materials, reproduction, establishment of collective nurseries and processing of their raw materials:

organization of conservation and breeding of rare species of medicinal plants that are declining;

organization of experimental plots of seed production in forest farms specializing in the cultivation of new types of medicinal plants;

organization of collective nurseries of medicinal plants, especially rare types of medicinal plants that are in decline, as well as conducting scientific and practical research related to preparation and processing of raw materials in specialized forestry farms;

g) in the field of development of specific scientifically based proposals for establishment of cultural cultivation of medicinal plants taking into account specific soil and climate conditions:

development of a "roadmap" for the development of medicinal plants by forest farms and other entities growing medicinal plants based on the study of the needs of the domestic and foreign markets;

development of proposals for scientifically based placement of medicinal plants based on the soil-climatic conditions of the regions;

Cultivation of naturally growing medicinal plants, propagation and introduction of foreign medicinal plants from seeds in local conditions;

d) in the field of development of agrotechnological maps of cultivated medicinal plants, taking into account the soil and climate conditions, according to the order of the Ministry of Agriculture and the State Forestry Committee:

identification and list of medicinal plant species for development of agro-technological maps;

determine the expenses for the development of agro-technological maps and allocate funds for financing in the prescribed manner;

development of agro-technological maps for the purpose of establishing scientifically-based cultivation of medicinal plants in cooperation with relevant scientific and research institutions and determining expenses;

e) in the field of studying the chemical composition of medicinal plants, product standardization and certification in accordance with current legislation:

constant study of the requirements of international standards in the field of medicinal plants;

ensuring compliance of laboratory equipment with international standard requirements;

attract qualified specialists to the field and increase their experience and skills;

establishing cooperation with scientific research institutions of developed countries on standardization and certification of products and studying and implementing their experience;

attract advanced technologies to the industry and increase their application;

development of mechanisms to control the compliance of production of medicinal plant products with international standards;

attract funds from foreign institutes and donors to supply the laboratory with modern equipment;

within the framework of scientific projects, to issue a separate license for each type and variety of medicinal plants according to the growth and development of medicinal plants in accordance with the climatic conditions and the suitability of the chemical composition of the obtained products, or to carry out certification by a certification body accredited according to the established procedure;

or) in the field of conducting marketing research to study the demand of domestic and foreign markets for medicinal plants:

study and put into practice the world experience of studying market requirements for medicinal plants;

attract qualified specialists to the field and conduct marketing research;

developing proposals for the cultivation of medicinal plants based on the requirements of domestic and foreign markets and submitting them to the Ministry of Agriculture and the State Forestry Committee;

j) in the field of preparation of programs and organization of a training system aimed at improving the qualifications of managers and specialists of farms, organizations and other entities that grow and process medicinal plants:

organization of training of scientific staff in the field, retraining of working staff and improvement of their qualifications;

development of annual educational programs aimed at improving the qualifications of managers and specialists in the field of cultivation, drying, processing, and marketing of medicinal plants;

together with local governments and regional forestry departments, to prepare and implement a mechanism for conducting training programs for farms, organizations and other entities that grow and process medicinal plants;

participation in the retraining of industry leaders and specialists in the republic and abroad and organizing their professional development.

11. The center may perform other functions in accordance with the legislation.
